By the late 1960s, labor parades in New York City were being conducted on Labor Day under the auspices of the New York City Central Labor Council, AFL-CIO.  It was customary for billboards to be exhibited in various locations calling the public's attention to the parade date for that year.   There was little or no mention on these billboards of the issues that participating unions were promoting.
